A weather alert whose area contains a site means a hazard was FORECAST there. It is not a measurement that the site was affected, degraded, throttled, cooled differently, or drew less power. The same holds for drought category: it is a regional analyst assessment at the site's point, not the site's water intake.","Space weather is global context and is never attached to individual sites. The Kp index and the NOAA R/S/G scales are NOAA's own published measures with their own units; repeating them is not a WAPR severity score, and the grid-current and radio-blackout mechanisms given with each one are what those numbers physically mean.","Alerts reach sites two different ways. Where the weather service draws an outline, we test whether the site falls inside it (holes in the shape honoured). Where an alert names forecast zones instead, we match a site only if the weather service itself places it in that exact zone. Every weather row records which of the two matched it.","Rows are not independent events. One NWS hazard routinely appears as several alerts (an Alert plus its Updates, or one advisory split across zone groups by the issuing office), and during a geomagnetic storm the Kp rows and the NOAA G row are two NOAA views of one event. Water rows are the one exception: each facility appears in exactly one drought row, its worst category. Do not count rows and call the total an event count.","This file is a SNAPSHOT taken at `generated`, not a live feed.
